Graduated from the University of Tokyo's Faculty of Law, Sugishita Ukyo (played by Yutaka Mizutani) is an elite police officer with careful observation and reasoning skills, he has good manners and noble interests, but he seems to be not good at handling interpersonal relationships in the workplace, especially within the police force, so that he is placed in the awkward cold palace department of the "Emergency Task Force".
